Council’s Engineering Services section provides professional engineering knowledge and experience to the Council and Community in:

  • The investigation and design of civil engineering works.

  • The provision of technical input to the development of the Capital Works program.

  • The management of the municipal infrastructure maintenance program, and the implementation of the Works program.

  • Development of policies and management plans in support of Council’s Infrastructure and Environment programs.

  • Provision of policy and technical advice in the maintenance of municipal infrastructure assets, public open space, recreation facilities, aerodromes, etc.

  • External customer services in engineering related matters.

Engineering Services also provides an internal service to other departments of Council, and is an internal referral agency in Statutory Town Planning and Subdivisional Works.

The Section also manages/administers the following schemes and programs:

  • Special Charge Schemes

  • Public Lighting Program

  • Blackspot & Better Roads Programs

  • Waste Management and Recycling Services



Linemarking Roads
Sealed Roads The municipality has approximately 897km of sealed road, which includes approximately 494km of narrow seal (one lane), and some 1,400km of unsealed shoulders. Council aims to maintain a safe sealed local road system with the following objectives:
Aerodrome Other Engineering Services
AERODROMES Swan Hill Rural City Council operates aerodromes at Swan Hill and Robinvale. Both aerodromes are registered with the Civil Aviation Safety Authority (CASA), and are operated in accordance with Civil Aviation Safety Regulation Part 139 (CASR139).
Recycling Centre Waste Management
Waste Management is a high priority in Swan Hill. Council is a member of the Central Murray Regional Waste Management Group (CMRWMG) whcih advocates the 'Reduce Reuse and Recycle' principles. There are numerous initiatives in place encouraging our community

The objective of Council’s Fire Prevention activities is to create a safer community.  To achieve this objective Council has a Municipal Fire Prevention Plan that identifies potential threats within the municipality and identifies means to protect life
