The strategic planning function of Council provides services across the whole of the municipality, and Council is charged with the responsibility under the planning and Environment Act (1987) to formulate, evaluate and implement sound land use planning policies through the Swan Hill Planning Scheme. Land use and development planning policies and strategic plans in the Planning Scheme identify where it is intended that different land uses and development will occur, or they may even identify buildings and areas that are intended to be protected from development or redevelopment.
Council is required to administer the planning scheme to ensure orderly land use and development is integrated with environmental, social, economic, conservation, and resource management policies at State, Regional and local levels.
Council is required under legislation to review the planning scheme every three years and may amend the planning scheme to achieve a desirable planning outcome or to support a new policy direction. Any person can apply in writing to Council for an amendment to the planning scheme to be considered provided there is a sound strategic planning basis for the amendment.
