Council has introduced a discounted fees and charges system for community groups who hire the Town Hall annually.
Earlier this year, the Town Hall introduced a subsidy scheme for annual users. The scheme tried to find a balance between community access to the Town Hall, and recovering the high costs associated with running such a facility.
However, after regular users raised concerns about the new scheme and the additional administration required for hire, a review was conducted.
Council’s Director Community and Cultural Services Bruce Myers said Council staff had since met with hirers one-on-one to discuss options and come to an agreement that works for both users and the Town Hall.
“The Town Hall brings people together for events, concerts, weddings and balls, and it is important to maintain confidence in this Council-owned community facility,” Mr Myers said.
“We also have to ensure that some cost recovery takes places so we don’t overburden ratepayers with these costs.”
“And after listening to the concerns of regular users, Council has introduced a range of packages for different uses and users groups.
“For example, debutante ball organisers are one of the largest user groups, so we’ve added a ‘debutante ball’ package that offers the features that most debutante balls require with an overall fee discount of 60 per cent.
“Similar principles of this package will be applied to other annual Town Hall users too, like dance school recitals and school performances, not-for-profit events as well one-off community events like weddings.”
A review of the Town Hall capacity levels was also under taken, with the current occupancy permit allowing for 860 to be within the entire complex.
The auditorium downstairs area can hold a maximum of 304, and the upstairs mezzanine provides seating for an additional 336. The downstairs auditorium can be configured in different ways to suit a variety of event types.

New user fees and discounts
Effective 1 January 2018, Council will provide the following discounts:
- Local not-for-profit rate (up to 70 per cent discount), which will be available to not for profit organisations, or incorporated associations, that have a registered address within the Swan Hill Rural City Council municipality.
- Local rate (up to 50 per cent discount), for individuals or businesses residing in or registered within the Swan Hill Rural City Council municipality (excluding not for profits).
- External not-for-profit rate (up to 50 per cent discount), for not for profit organisations or incorporated associations that have a registered address outside of the Swan Hill Rural City Council municipality.
- Non-local rate (cost price), for individuals or businesses residing or registered outside the Swan Hill Rural City Council municipality (excluding not for profits).
