Community Development Fund

The Community Development Fund provides grants of up to $5,000 to eligible community groups and organisations. Generally, funding is granted for the following types of projects:

  • Structural repairs or minor upgrades to community facilities
  • New or upgraded equipment essential to the operation of the community group
  • Addressing current OHS or risk management issues
  • New programs or activities within a community
  • Projects for specific high-needs groups
  • Projects that promote local sustainability initiatives, environmental innovation, proud community spaces, responsible water usage and conservation.
  • Club capacity (Eg. planning, support and training for organisations and club volunteers).
  • The protection, conservation and restoration of heritage items and assets.

Successful Applicants
Successful applicants will be advised in mid July 2021
Projects must be completed
before 10th June 2022

Groups and organisations must be:

  • Based within the Swan Hill Rural City Council municipality, or
  • Deliver services to residents of the municipality

Funding will only be provided to community organisations that:

  • Are incorporated (If your group is not incorporated, you will need an auspicing body).
  • Provide access to Council residents either as members, participants or supporters
  • Have acquitted previous funding through Council
  • Operate for the benefit of the community
  • Meet adequate legal and insurance requirements eg. Public Liability insurance
  • Applications where capital works or structural upgrades are proposed should contain relevant supporting information i.e. quotations, photos or plans)

Funding will not be provided to community organisations that:

  • Individuals, religious groups and for profit commercial enterprises
  • Projects that are the responsibility of other agencies or government departments
  • Projects for capital works that are completed on private property (properties that are heritage listed are exempt)
  • Projects that request financial assistance for catering
  • Groups or organisations that are in debt to Council
  • Groups or organisations that support gambling activities.



  • Organisations are expected to match Council’s contribution in cash, in kind or a combination of both
  • Applicants are advised to discuss their proposed project with the land owner/land manager on which the project is to take place in the first instance.
  • Funds allocated to project managers and/or consultants must be declared in the application budget.
  • Funding will not be provided for works or events that have already commenced, or been completed by the organisation, unless Council’s prior written consent has been received
  • Changes cannot be made to your grant project without submitting a variation proposal to Council in writing
  • All unspent funds will remain with Council
  • As funds are limited, applications may not be funded or funded to the amount requested
  • Projects linked to the Swan Hill Rural City Council Plan or a Community Plan will be prioritised
  • Projects that support local businesses will be looked upon favourably
  • Projects must be completed by 14 June 2021. In the case of a change in timeline, a proposal must be submitted in writing to Council for approval.



Applications for the Community Development Fund are assessed by a panel comprising of Senior Council Officers and Councillors.

Each application is assessed on its merits, with the following factors taken into account:

  • The immediate and future contribution the project will make to support community development and resilience.
  • Availability of alternative facilities.
  • Any other evidence of demand.
  • Long term viability of applicant organisation.
  • Level of cash or in kind contribution.
  • Availability of other funding source(s).
  • Number of active members.

After the assessment period, recommendations from the panel will be presented to Council for approval at the July formal Council Meeting.  At this meeting, successful applicants will be announced publicly and applicant organisations will be advised in writing of the grant amount within 14 days.

Council provides funding through the reimbursement of project costs.

The following information is required in order to claim grant funds

  • Enter into a Community Grant Agreement
  • Confirm bank details
  • Supply tax invoice
  • Supply proof of purchase
  • Complete an evaluation and claim form
