Surveying and Planning through Electronic Applications and Referrals (SPEAR)

Spear is an online system that allows subdivision certification applications and other land administration dealings to be complied, lodged, managed, referred, approved and tracked online. Complete end to end workflows are built into SPEAR allowing applications to be lodged online with Land Use Victoria for registration.

Spear can be used by all parties involved in the subdivision process, including:

• Applicants (Surveyors)
• Responsible Authority (Swan Hill Council)
• Referral Authorities (such as Lower Murray Water)
• Lodging Parties
• Land Use Victoria (Title Office)
