Swan Hill Rural City Council is pleased to present it’s 2023/24 Annual Report, which provides a detailed account of our performance from 1 July 2023 to 30 June 2024.

Documenting Council’s performance against the Council Plan and Budget, the Annual Report highlights achievements and challenges faced within key service areas and programs.

Council seeks to achieve community engagement and an understanding of Council’s operations by conducting its affairs openly and with integrity. Transparency in our decision-making and accountability are core values of Council, reflecting high levels of good governance.

This report provides information to a variety of audiences including community groups, businesses, ratepayers, visitors, investors, government agencies and other interested stakeholders.


Past Annual Reports

This Local Law applies to the Swan Hill Regional Livestock Exchange.

The objectives of this Local Law are to:

  • assist in the documentation of procedures and the expectations of Swan Hill Regional Livestock Exchange users such that accreditation to the National Saleyards Quality Accreditation can be achieved
  • provide for the setting and collection of fees from Stock Agents and Vendors selling livestock through the Swan Hill Regional Livestock Exchange and to prescribe the level of those fees
  • enable the Swan Hill Regional Livestock Exchange Manager to prescribe the days and hours during each day on which sales can be held at the Swan Hill Regional Livestock Exchange
  • protect Council assets and facilities at the Swan Hill Regional Livestock Exchange
  • promote and enforce appropriate adherence to occupational health and safety practices at the Swan Hill Regional Livestock Exchange
  • control and prevent behaviour within the Swan Hill Regional Livestock Exchange which is a nuisance, or which may be detrimental to health and safety; control the use of the Swan Hill Regional Livestock Exchange at all times
  • control the use of dogs at the Swan Hill Regional Livestock Exchange regulate smoking and the consumption of alcohol at the Swan Hill Regional Livestock Exchange
  • and provide for fair and reasonable treatment of animals, and the application of adequate animal husbandry practices at the Swan Hill Regional Livestock Exchange.

Swan Hill Rural City Council’s (Council) Environmental Management Policy will provide the context for the development of specific environmental strategies and management plans to enhance operational procedures and foster a culture of sustainability by aligning with Environmental Management System (EMS) ISO AS/NZS 14001 in identifying and managing environmental issues. The Policy provide Council with a strategic framework to undertake a range of activities in order to protect and enhance our local environment like:

  • land use planning and management
  • climate change adaptation and mitigation
  • the effective management of waste and stormwater
  • protection and enhancement of biodiversity
  • control of roadside weeds and pests.

Swan Hill Rural City Council recognises that members of the community may wish to use public open space (parks, reserves, streets, etc.) to plant tree memorials or purchase and install a park bench or seat as a memorial to their loved ones. Other memorials may be placed by Council to commemorate an event or for the official opening of a completed Council project.

This policy has been established to provide consistency and control in relation to the use of public open space in the placement of memorials and to ensure they do not negatively impact these spaces.

Applications will be assessed strictly applying the criteria set out in this policy and the procedure.

The purpose of this policy is to outline the conditions under which expenses incurred by Councillors, and where required members of delegated committees while performing their civic, statutory and policy-making duties, are reimbursed or paid by Swan Hill Rural City Council (Council). The reimbursement of expenses should provide a reduction of barriers to effective participation in Local Government by members of the community by providing support to reduce personal financial costs associated with civic leadership.
