Swan Hill Rural City Council is pleased to present it’s 2024/25 Annual Report, which provides a detailed account of our performance from 1 July 2024 to 30 June 2025.

Documenting Council’s performance against the Budget and Council Plan, the Annual Report highlights achievements and challenges faced within key service areas and programs. Council seeks to achieve community engagement and an understanding of Council’s operations by conducting its affairs openly and with integrity. Transparency in our decision-making and accountability are core values of Council, reflecting high levels of good governance. This report provides information to a variety of audiences including community groups, businesses, ratepayers, visitors, investors, government agencies and other interested stakeholders.

The purpose of this policy is to provide guidelines for implementing a consistent asset management process throughout Swan Hill Rural City Council (Council), to ensure adequate provision is made for the long-term replacement of major assets.

The Central Murray Regional Transport Forum (CMRTF) was established in 2010 to identify transport needs and challenges of the Sunraysia/Mallee region and advocate for improvement to the region’s transport network. Comprising councillors and senior staff from the shires of Balranald, Buloke, Gannawarra, Murray River and Wentworth, and the rural cities of Swan Hill and Mildura; the CMRTF has developed a Strategy to clarify the region’s transport infrastructure needs and better position the region for the next stages of economic growth and social development.

This policy sets out Swan Hill Rural City Council’s (Council) approach to managing Chief Executive Officer (CEO) performance and remuneration in accordance with Section 45 of the Local Government Act 2020. This policy also provides guidance to Councillors on the management of the life cycle of the CEO’s employment including recruitment.
