Council reaches milestone in future of former GrainCorp site

Swan Hill Rural City Council has reached an important milestone in the potential redevelopment of the former GrainCorp site at 42 Monash Drive, Swan Hill with formal Notice of Intention to Sell now issued.

The strategically located 8,929-square-metre riverfront parcel represents a once-in-a-generation opportunity to unlock significant commercial, tourism and economic outcomes for Swan Hill and the broader region.

Mayor Cr Stuart King said the announcement marked a major step forward following extensive planning and statutory processes.

“Since Council purchased the former GrainCorp land in May 2022, we have worked methodically and transparently with our community and key stakeholders to realise the enormous potential of this prime riverfront site,” Cr King said.

“With the rezoning process now complete, Council is progressing through the required statutory procedures. The Notice of Intention to Sell is a formal step that will enable us to seek Expressions of Interest from prospective developers, paving the way for future redevelopment,” he said.

The site was identified as a priority location through the 2013 Swan Hill Riverfront Masterplan, which was shaped by more than 2,000 community contributions. The Masterplan highlighted the importance of improved pedestrian connectivity, high-quality commercial development and activation of the riverfront precinct.

Director Development and Planning Michelle Grainger said the site had been carefully prepared to support future investment.

“Demolition works undertaken in June 2022, including the removal of disused silos and redundant infrastructure, have created a clean and development-ready site.

“At the same time, Council has retained key elements of Swan Hill’s grain heritage, including one silo and the historic grain shed, which present unique design opportunities for future proponents to incorporate into their redevelopment concepts,” Ms Grainger said.

The Notice of Intention to Dispose provides the community with the opportunity to make submissions regarding whether the land should be sold or retained by Council.

Community members have until 4pm on Friday 27th March, 2026 to provide feedback or lodge a formal submission.

Cr King said the cleared riverfront land presents significant potential for tourism, hospitality, commercial and mixed-use development that will strengthen the local economy and enhance Swan Hill’s riverfront for generations to come.

“This is about positioning Swan Hill for long-term growth while honouring our heritage and ensuring the riverfront continues to be a place our community is proud of,” he said.
