Council adopts 2025-26 Budget

Swan Hill Rural City Council has formally adopted its 2025-26 Budget, committing to a $42.1 million capital works program alongside the continued delivery of more than 70 essential services across the municipality.

Mayor Cr Stuart King said the budget demonstrated Council’s commitment to responsible financial management while delivering on key infrastructure and community priorities.

“This is the largest capital works program Council has ever undertaken. It will deliver new and improved facilities, alongside the renewal of existing infrastructure, to better meet the needs of our growing community.

“Our 2025-26 Budget ensures we maintain vital services, support community wellbeing, and invest in projects that enhance liveability, strengthen our local economy, and protect our environment,” Cr King said.

Cr King said the $42.1 million capital works program would deliver upgrades to roads, footpaths and drainage, as well as improvements to community facilities.

“Key projects include the completion of the Art Gallery redevelopment, the new Tourism and Cultural Hub, the Pental Island Footbridge upgrade, replacement of the iconic Swan Hill ten steps, drainage improvements in Robinvale, delivery of a Robinvale Off-Leash Dog Park, continued implementation of Community Plans, the rollout of the Nyah Riverfront Masterplan, and a significant road infrastructure upgrade in Karinie Street, Swan Hill.

“The budget also supports continued progress on Council’s Target 500 housing initiative, including the Robinvale Key Worker Accommodation project and ongoing development of the Tower Hill estate - key efforts to help address housing shortages across the region,” he added.

Cr King said the budget aligned with the Victorian Government’s 3% rate cap under the Fair Go Rates System, with no variation sought.

“This ensures rate increases remain fair and affordable while enabling Council to deliver its ambitious works program,” he said.

Cr King thanked community members for their valuable contributions during the budget consultation process.

“We greatly appreciate the feedback provided on the draft budget. Your input has helped shape our priorities and ensured the final budget reflects the needs and aspirations of our community,” he said.

“In response to community submissions, the adopted budget also includes additional funding for carbon monitoring technology, expanded tree planting, and strengthened pest management programs,” Cr King said.
