Swan Hill Rural City Council ratepayers will soon receive their 2025/2026 municipal rates notices, with the first instalment payment due by Tuesday, 14 October 2025.

More than 12,000 rates notices are currently being distributed. Each notice will include a brochure explaining how your rates contribute to the Council budget and help deliver essential services to the community, including roads, waste management, parks, and community programs.

In line with the Victorian Government’s Fair Go Rates system, the Council’s rate increase for 2025/2026 remains within the 3% rate cap set by the State Government.

This year’s rates notice also includes the new Emergency Services and Volunteer Fund (ESVF) levy, which replaces the Fire Services Property Levy. Under the Fire Services Property Amendment (Emergency Services and Volunteers Fund) Act 2025, Council is legally required to collect the ESVF on behalf of the Victorian Government. All payments received will be appropriately apportioned between municipal rates and the ESVF levy.

Mayor Cr Stuart King said that Council rates play a vital role in funding the services and projects that keep our community thriving.

"Our rates help fund the essential services and projects that make our municipality a great place to live, work, and visit.”

“We understand that changes like the new State Government Tax – the Emergency Services and Volunteer Fund levy may raise questions, and we encourage ratepayers to reach out if they need any support,” he said.

Residents with questions about the ESVF levy can contact the State Revenue Office ESVF Support Line on 1300 819 033.Please click here to view their website..

Ratepayers experiencing financial hardship are encouraged to contact the Council’s revenue team as early as possible on (03) 5036 2333 to discuss a tailored payment plan.
