Strategic Asset Management Plan

The Swan Hill Rural City Council (SHRCC) is committed to responsibly managing its infrastructure and community assets to support the wellbeing, liveability, and long-term sustainability of the region. In line with the Local Government Act 2020 (Victoria), council’s are required to ensure the efficient management of assets to meet current and future community needs. This Strategic Asset Management Plan (SAMP) serves as a key strategic document to guide how Council maintains, renews, and invests in its assets over time.

The purpose of this plan is to ensure that Council's decision-making around infrastructure is transparent, evidence-based, and financially sustainable. By understanding the condition, performance, and value of existing assets, Council can provide appropriate levels of service while minimising risk and optimising lifecycle costs. This plan aligns with Council’s broader financial and strategic planning and is fundamental to delivering services that the community depends on such as transport, recreation, water and facilities.

For the community, this plan plays a vital role in ensuring that infrastructure keeps pace with demographic changes, economic development, and environmental challenges. It also provides a foundation for long-term planning, helping Council prioritise investments and make informed trade-offs where resources are limited.
